Su LiuSu Liu
Senior Researcher

Su Liu is a senior researcher at Mathematica and an expert in health care financing and health insurance issues for vulnerable populations, such as low-income people, workers with disabilities, the elderly, and the uninsured. She has studied public programs including Medicare, Medicaid, and TRICARE, as well as private insurance market.

Liu is the director of a project providing evaluation and technical assistance to the Centers for Medicare & Medicaid Services on relevant Ticket to Work Initiatives for working-aged adults with disabilities, including the Medicaid Buy-In program. She has been or is currently the principal investigator/deputy director in state health policy research projects for New Mexico, Minnesota, Massachusetts, and other states.

Her recent work has also included analysis of the Medicare Part D low-income subsidy program, comparison of Medicaid efficiency across states, and studies of transition events in health insurance coverage.

 

Liu has served as reviewer for Robert Wood Johnson Foundation’s Changes in Health Care Financing and Organization Grant. Her work has been published in a series of widely read issue briefs and peer-reviewed journals, including Inquiry, Rand Journal of Economics, and Journal of Disability Policy Studies. She has a Ph.D. in economics from the University of California, Irvine.
