Senior Fellow

Thomas Croghan is a senior fellow at Mathematica and adjunct professor of medicine and psychiatry at the Georgetown University School of Medicine.

Croghan’s recent interests focus on developing, testing, and implementing performance measures of outcomes, quality, and utilization of health services for the Centers for Medicare & Medicaid Services’ (CMS) inpatient, outpatient, and physician quality reporting programs and the Eligible Provider Electronic Health Record Incentive Program. His past research has addressed access, quality, and affordability of health and mental health services; integration of primary care and mental health services; disparities in access and quality of care; mental health policy; and pharmaceutical policy.  

Prior to joining Mathematica, he served as senior natural scientist at the RAND Corporation and in various executive and research capacities at Eli Lilly and Company. He has also served on the faculties of the Indiana University Schools of Medicine, Public and Environmental Affairs, and Arts and Sciences, where he was associate director of the Indiana Consortium for Mental Health Services Research, and the University of Florida School of Medicine.

 

Croghan is the recipient of an Investigator Award in Health Policy Research from the Robert Wood Johnson Foundation, investigating the role of culture and ethnicity in perceptions of health and health care. He has served on Institute of Medicine committees and is a former member of the boards of directors of the Association for Health Services Research and the Coalition for Health Services Research. Board certified in internal medicine and rheumatology, he practices primary care medicine at the Whitman-Walker Clinic. He holds an M.D. from West Virginia University School of Medicine.
