Thomas M. Fraker

Thomas Fraker is a senior fellow in Mathematica's Washington, DC, office. He specializes in evaluating employment and nutrition initiatives as well as programs and policies that influence the employment and program participation of people with disabilities.
Fraker, who has been with Mathematica since 1981, is directing a nine-year, $47 million evaluation for the Social Security Administration of demonstration projects designed to improve the transition of youth with disabilities from school to work. He is also the principal investigator for the firm’s study of the impacts of a program designed to increase employment and economic self-sufficiency for people receiving disability benefits.
Fraker's past work includes serving as principal investigator for a national evaluation of welfare-to-work transition programs. He also directed several studies examining state welfare policies and programs.
Fraker, who publishes frequently in peer-reviewed journals such as the Journal of Human Resources and the Journal of Vocational Rehabilitation, has testified before Congress and presented at many professional conferences and briefings. He has a Ph.D. in economics from the University of Michigan.
