Borden’s ability to blend knowledge of federal policy objectives with systems analysis and design skills helps federal clients develop efficient and high quality performance, reporting, and data validation systems. He has spent the past 20 years developing a sophisticated and rigorous formal methodology to design, document, and manage national federal reporting systems. This methodology is used in all Performance Management Group projects.  

Borden has designed and implemented a number of large federal reporting systems. For the U.S. Department of Labor, Employment and Training Administration, he oversaw the design and implementation of performance reporting and data validation systems for the Unemployment Insurance program, Workforce Investment Act, Labor Exchange, Trade Adjustment Assistance Act, Senior Community Services Employment Program, and National Farmworkers Job Program. These systems are designed to meet agency Government Performance and Results Act goals as well as Office of the Inspector General and Government Accountability Office recommendations and requirements for performance measurement and data quality.

He is working with the U.S. Department of Education on grant program performance audits and redesigning the reporting system for the Vocational Rehabilitation Program. He is also working with the Centers for Medicare & Medicaid Services (CMS) on a master data management pilot and providing ongoing technical assistance in support of a Medicaid and Children's Health Insurance Program (CHIP) information management strategy.  He is designing the data and business intelligence solution for an enterprise system to collect, store, and analyze Medicaid and CHIP program policies and administrative data. He recently oversaw the design and specifications for a Medicaid and CHIP Decision Support System and a report assessing the completeness, accuracy and timeliness of Medicaid and CHIP data for CMS. 

Borden has designed and implemented reporting systems for state Temporary Assistance for Needy Families performance reporting systems, conducted multi-state pilot tests, led federal and state reporting workgroups, and provided on-site training and technical assistance in every state. He holds a Ph.D. in American history from the University of Wisconsin-Madison and is a certified software quality engineer.
