Overview:
A policy revolution is under way within the education and medical fields to use performance measures in decision making. The performance measures are based on outcomes such as student test scores and patient health. However, universal acceptance and actual use of such measures has not been achieved, due in large part to concerns about the feasibility of accurately measuring performance in the education and medical professions. Some of the measurement challenges stem from data limitations, differences in the students and patients that teachers and doctors serve, and pinpointing the contribution of these professionals when they work in teams. Advancements have been made in addressing these challenges and, while not perfect, have resulted in performance measures that can be useful for making decisions in these complex fields—for example, decisions about salaries, payment for medical services, and ways to improve practice.

This forum focused on:
  • Measuring performance in the education and medical professions, and recommendations about how the measures could be used in decision making
  • Real-world examples of how decision makers are using the measures
  • How to build trust and acceptance among practitioners and policymakers
  • What the education and medical fields can learn from each other
  • Where we go from here
