Mary Harrington is director of Mathematica’s Ann Arbor office. She is a member of Mathematica’s senior management team, which is responsible for company vision, leadership, and management.
Her expertise lies in health care programs and policies for low-income families and the uninsured. She has evaluated Medicaid and State Children’s Health Insurance Program (CHIP) coverage reforms, and impacts on safety net delivery systems. She is skilled in qualitative and quantitative methods, and evaluating complex community-based programs for solving health problems, such as substance abuse, asthma, and infant mortality.
Harrington’s experience includes leading a congressionally-mandated evaluation of CHIP that includes a large 10-state survey of CHIP and Medicaid enrollees and disenrollees, case studies in the same 10 states, and a census survey of state CHIP program administrators. She also co-leads a quantitative evaluation of the impact of state Medicaid and CHIP policy and system improvements on enrollment and retention outcomes, using state eligibility and enrollment data.
Previously she led the qualitative components of an evaluation of Healthy San Francisco, an innovative program to reconfigure the delivery and financing of care to the uninsured. Other experience includes directing a study to recommend options for monitoring the impact of coverage expansions on safety net providers, and several evaluations of Medicaid managed care programs, including two that examined safety net provider strategies for coping with managed care and other delivery system changes.
Harrington has published numerous policy pieces and briefs on the causes and consequences of being uninsured and has presented her work in briefings and professional meetings. She holds an M.P.P. from the Ford School of Public Policy.
