Andrew S. Burwick
Senior Researcher

Andrew Burwick is a senior researcher with wide-ranging experience conducting evaluations of family support, early childhood, and labor programs. He specializes in studies of program implementation, including collection and analysis of service use data and cost and benefit-cost analyses.

Burwick has served in lead roles on evaluations of programs promoting self-sufficiency among the rural poor and on evaluations of the Early Head Start program. He was principal investigator for the Rural Welfare-to-Work Strategies Demonstration Evaluation, which used a random assignment experiment to rigorously assess the effectiveness of two initiatives to help low-income families on welfare find and maintain employment and improve their overall well-being.

Burwick’s studies of the Early Head Start program have focused on analysis of program management and service delivery methods, as well as initiatives to increase father involvement. In the area of labor policy, he has assessed collaborations between workforce development agencies and community-based organizations and the use of vouchers to deliver workforce development services.

 

Burwick has presented study results at numerous conferences, including the Administration for Children and Families Welfare Research and Evaluation Conference, the Head Start Research Conference, and annual conferences of the National Association of Welfare Research and Statistics. He holds an M.P.A. from Princeton University.
