Arkadipta Ghosh
Senior Researcher

Arkadipta Ghosh is a senior health researcher with expertise in evaluating programs targeting Medicare payment and delivery system reforms, primary care and care coordination, and health information technology (HIT)—specifically meeting the Centers for Medicare & Medicaid Services (CMS) criteria for meaningful use of electronic health records (EHRs). His research interests also lie in Medicare and Medicaid claims data analyses, especially focusing on beneficiaries with multiple chronic illnesses and dual-eligible enrollees.

Ghosh currently has a lead role in several studies related to primary care expansion and reform for the Medicare population. For the Evaluation of the Comprehensive Primary Care Initiative (CPC), he leads the development, testing, and dissemination of quarterly feedback reports generated from Medicare data to participating primary care practices and regions; he also plays a key role in evaluating the impact of CPC on Medicare costs, using a quasi-experimental research design. On the evaluation of the Independence at Home Demonstration, which seeks to test the benefits of a home-based primary care model for high-need Medicare beneficiaries, Ghosh leads the claims-based analysis for estimating the program’s impact on Medicare and Medicaid costs. He also leads an evaluation of the Program of All-inclusive Care for the Elderly with regard to the program’s impact on Medicare and Medicaid costs and nursing home use.

In the nation’s key HIT projects for CMS, the evaluation of the American Recovery and Reinvestment Act Health Information Technology for Economic and Clinical Health (HITECH) Act—Eligible Professional Clinical Quality Measures, Ghosh led the development of new quality measures for potential application to the meaningful use of EHRs. His research also informs determinants and the impact of meaningful use, conducted for the Office of the National Coordinator for Health Information Technology Programs, an initiative that aims to forge links across various HITECH Act initiatives.

 

Before joining Mathematica in 2008, Ghosh was an assistant policy analyst for the RAND Corporation. He has been published in peer-reviewed journals, including Health Affairs, Health Services Research, and Forum for Health Economics and Policy, for which he also serves as a referee. He is also a referee for the American Journal of Managed Care and American Journal of Pharmacy Benefits. Ghosh is a member of AcademyHealth and the Association for Public Policy Analysis and Management. He was a finalist for the 2010 Annual Research Award from the National Institute for Health Care Management and holds a Ph.D. in policy analysis from the Pardee RAND Graduate School.
