Senior Researcher

Bonnie O’Day is a senior researcher who specializes in conducting research and evaluation studies on disability and employment, health care, and independent living.

O’Day is Mathematica’s project director for implementation of the Benefit Offset National Demonstration (BOND). Funded by the Social Security Administration (SSA), this multisite, randomized demonstration tests the feasibility and effectiveness of a benefit offset work incentive in returning Social Security Disability Insurance beneficiaries to work. She was the principal investigator on an evaluation of SSA’s Work Incentives Planning and Assistance Program and has developed a data collection system for the program. She is leading the process portion of a seven-year evaluation of the Ticket to Work Program and is leading teams to implement employment transition programs for youth with disabilities in two sites.

She collaborated on an Agency for Healthcare Research and Quality study to explore the barriers people with physical, sensory, and psychiatric disabilities face in obtaining primary care and to educate medical providers about their obligations under the Americans with Disabilities Act, which culminated in a book on this topic: More than Ramps: A Guide to Improving Healthcare Quality for People with Disabilities (Oxford University Press, 2006).

 

O’Day, who is widely published in peer-reviewed journals, has testified before Congress and presented at various conferences and briefings. In 1994, President Clinton appointed her to the National Council on Disability (NCD), which advises the President and the Congress on disability policy. Under her leadership, NCD produced several reports on information technology, Social Security benefits reform, and employment. She holds a Ph.D. in social welfare policy from Brandeis University.
