Carol V. IrvinCarol V. Irvin
Senior Researcher

Carol Irvin has focused her career on assessing policies and programs related to access and vulnerable populations with chronic and disabling conditions. She has conducted numerous program evaluations that extend coverage and health care services for people of all ages and with a wide range of conditions and disabilities.

Irvin currently directs three evaluations. The first is Mathematica’s evaluation of the Money Follows the Person demonstration, a Medicaid program that seeks to help states develop and strengthen approaches to transitioning people from institutional to community-based care. She also directs Mathematica’s evaluation of the Healthy Indiana Plan, an innovative program that provides a high deductible health program for uninsured, working age Hoosiers. Lastly, she leads Mathematica’s evaluation of a Health Resources and Services Administration grant program that is helping nine states implement statewide plans to improve services for children with autism spectrum disorders.

In previous work, Irvin contributed to evaluations of the Children’s Health Insurance Program, a redesign of West Virginia’s Medicaid program, and the National Health Services Corps.

 

Irvin has provided consulting services to the Centers for Medicare & Medicaid Services, the Agency on Healthcare Quality and Research, and AARP on data collection issues and the measurement of long-term care services. She holds a Ph.D. in economics from the University of Wisconsin-Madison.
