Principal Program Analyst
Ellen Singer is a principal program analyst who specializes in data management and analysis. Her particular expertise is with respect to the use of administrative data for research and analysis. She has worked with both Medicare and Medicaid data as well as many other federal- and state-level surveys and administrative data sets related to health services research.
Singer has worked for more than 20 years in the areas of analytic and programming support projects in health. She is a recognized expert on all aspects of data and survey analysis, from collecting and cleaning survey data to imputing and interpreting complex administrative data—such as Medicare claims—and complex surveys, such as the Medical Expenditure Panel Survey. Singer is experienced in producing and documenting public use files. She is known for her in-depth quality assurance reviews, which ensure that her projects produce the most accurate and consistent results.
Singer has worked in federal consulting for the Departments of Health and Human Services, Veterans Affairs, and Defense, as well as various other state and local agencies and nonprofit foundations. She has an M.A. in systems analysis for public decision making from the Johns Hopkins University.
