Jonathan D. Brown
Senior Researcher

Jonathan Brown is a senior researcher at Mathematica and adjunct faculty in the Department of Health, Behavior, and Society at the Johns Hopkins University Bloomberg School of Public Health. His work focuses on improving services and policies for adults and children with mental health problems.

Brown is currently directing a project for the Office of the Assistant Secretary for Planning and Evaluation (ASPE) to examine the Medicaid policies and payment practices that support the delivery of evidence-based care for individuals with schizophrenia and bipolar disorder. He is also helping ASPE develop quality of care measures for schizophrenia that can be applied to Medicaid claims data. In related work, Brown recently completed several studies for the Substance Abuse and Mental Health Services Administration (SAMHSA) to examine the use of residential and inpatient mental health services among children and youth enrolled in Medicaid. He has also completed studies for SAMHSA, the Center for Health Care Strategies, and the Annie E. Casey Foundation to examine the quality of services provided in residential treatment facilities.

Brown’s other work is focused on developing strategies to deliver mental health services in primary care. He is currently directing a project sponsored by the National Institute of Mental Health (NIMH) to develop and evaluate mental health skills training for paraprofessional nurses who work in primary care settings that serve Latino families. This work builds on several other studies that he has conducted to evaluate physician training and organizational interventions aimed at enhancing mental health services in primary care.

 

In addition to these projects, Brown is conducting an evaluation of the SOAR initiative, a federal effort to help individuals who are homeless obtain SSI/SSDI benefits. He has also recently completed an evaluation of residential rehabilitation services for the Department of Veterans Affairs, which involved gathering data on the quality of care in these facilities and working in collaboration with facility directors and staff to develop quality improvement plans.


Brown has served on advisory and review panels for SAMHSA and the Centers for Medicare & Medicaid Services. His work has been published in issue briefs and peer-reviewed journals, including Pediatrics, Psychiatric Services, Administration and Policy in Mental Health, and Evaluation and Program Planning. He has a Ph.D. in health services research and a Master of Health Science degree in mental health from the Johns Hopkins University Bloomberg School of Public Health.
