Jonathan D. Brown
Associate Director and Senior Researcher

BrownJonathan Brown is an associate director of health research at Mathematica and adjunct faculty in the Department of Health, Behavior, and Society at the Johns Hopkins University Bloomberg School of Public Health. His work focuses on improving behavioral health services for adults and children.

Brown currently directs a project for the Office of the Assistant Secretary for Planning and Evaluation (ASPE), the Substance Abuse and Mental Health Services Administration (SAMHSA), and the Centers for Medicare & Medicaid Services (CMS) to develop and test behavioral health quality measures for ambulatory and inpatient care. This project involves working with stakeholders to identify measure concepts and then developing and validating measures that will be submitted to the National Quality Forum (NQF) for endorsement.

Much of his work has focused on the quality of Medicaid mental health services. He is currently conducting an evaluation for ASPE of a Pennsylvania initiative to improve the coordination and integration of behavioral and physical health care for Medicaid beneficiaries with serious mental illnesses (SMI). He recently completed a project for ASPE that used Medicaid claims data to examine the quality of care for individuals with SMI. In related work, Brown conducted several studies for SAMHSA that used Medicaid claims data to examine the use and costs of residential and inpatient mental health services among children and youth enrolled in Medicaid. He has completed studies for SAMHSA, the Center for Health Care Strategies, and the Annie E. Casey Foundation to examine the quality of services provided to children and youth in residential treatment facilities. He has also completed work for the Department of Veterans Affairs to assess the quality of services in residential treatment facilities.

 

Brown's other work focuses on developing strategies to improve the delivery of mental health services in primary care. He is co-investigator of the Johns Hopkins University Center for Mental Health Services in Pediatric Primary Care and helps to evaluate Maryland's Behavioral Health in Pediatric Primary Care Initiative. He recently completed a project sponsored by the National Institute of Mental Health to develop and evaluate mental health skills training for paraprofessional nurses who work in primary care.


Brown has served on advisory and review panels for the Institute of Medicine, SAMHSA, and CMS. His work has been published in issue briefs and peer-reviewed journals, including Pediatrics, Psychiatric Services, Administration and Policy in Mental Health, and Evaluation and Program Planning. He holds a Ph.D. in health services research and a Master of Health Science degree in mental health from the Johns Hopkins University Bloomberg School of Public Health.
