Senior Researcher

Jacqueline Kauff is a senior researcher who specializes in evaluating programs for hard-to-employ welfare recipients and individuals living with disabilities, as well as programs designed to increase access among low-income families to public assistance benefits.

Kauff, who has been with Mathematica for more than 14 years, is directing an evaluation of an initiative designed to increase access to Supplemental Security Income (SSI) among homeless individuals with disabilities and an evaluation of demonstration projects designed to increase access to Supplemental Nutrition Assistance Program (SNAP) benefits among the elderly and working poor. She is also directing a national scan of efforts that promote access to public benefits through web-based tools and outreach and in-depth case studies of a subset of those efforts.

Kauff’s past work includes serving as principal investigator on a project to identify and document promising strategies for assisting Temporary Assistance for Needy Families (TANF) recipients living with disabilities to obtain and maintain employment. In addition, she recently completed several projects to examine how states and local welfare offices are changing their policies and service delivery systems to meet the higher TANF work participation rates required by the Deficit Reduction Act of 2005.

Kauff frequently presents research findings to policy, practitioner, and professional groups. She holds an M.S.W. from the University of Pennsylvania.
