Jonathan E. Ladinsky
Project Director

Jonathan Ladinsky is a project director and expert in the development of performance management systems from concept through implementation. For more than 11 years, he has developed performance management systems for federal and state clients, analyzing administrative data, and training federal, state, and grantee staff. His current research interests focus on how to develop and improve the accuracy of performance calculations to use for accountability, management, and evaluations.

Currently, Ladinsky directs a project to develop a performance management system for the District of Columbia’s Temporary Assistance for Needy Families (TANF) program to help the District manage and report on its performance. Tasks included analyzing the current reporting system and data flow, proposing a new reporting system, developing technical specifications for and testing the new reporting system, and analyzing the impact of policy changes on TANF’s population and budget. As part of the U.S. Department of Education’s Data Quality Initiative, he directs Mathematica’s part of the Program Performance Data Audit, which assesses the quality of the program performance data for 11 programs by reviewing the processes.

Ladinsky also led the performance and data quality efforts for the Employment and Training Administration (ETA), U.S. Department of Labor workforce programs and worked with ETA staff to develop the common measures. He has developed performance management and data quality systems for Workforce Investment Act, Employment Services, Trade Adjustment Assistance, National Farmworkers Job Program, and Welfare-to-Work programs.

 

Ladinsky holds a Ph.D. in political science from the Massachusetts Institute of Technology.
