Principal Program Analyst

Jeff McCartney is a principal program analyst with extensive expertise in data analysis, design, development, and testing in three notable health projects to improve quality of care via the development and implementation of health care quality measures.

McCartney is a senior systems analyst for Mathematica’s Production and Implementation of Hospital Outcome/Efficiency Measures project, an ongoing effort to inform the Centers for Medicare & Medicaid Services (CMS) about various aspects of the quality of care received by Medicare beneficiaries. On this project, he led the software development and testing effort for hospital-acquired condition measures and also supervised and performed quality assurance on the patient safety and inpatient quality measures. He is leading a task to identify processes and tools to be used by all project staff to ensure the quality of all deliverables.

McCartney serves as  project director for a contract with the Health and Human Services Office of the National Coordinator (ONC) under subcontract to Booz Allen Hamilton. This contract fulfills the needs of the Electronic Health Record (EHR) Incentive Program under the Health Information Technology for Economic and Clinical Health Act of the American Recovery and Reinvestment Act (ARRA HITECH). Mathematica is leading the measures implementation task, ensuring that the electronic specifications produced are consistent and easily understood by end-users and assisting ONC with endorsement of selected measures by the National Quality Forum. Under a similar contract, ARRA HITECH Eligible Professional Clinical Quality Measures with CMS, McCartney serves as task lead for ensuring the quality, consistency, and completeness of the clinical and vocabulary coding of each clinical concept associated with approximately 100 re-specified measures.

 

Before joining Mathematica, McCartney was vice president at Social & Scientific Systems, providing technical leadership, quality assurance, and corporate oversight for data analysis projects. He also held a variety of analyst positions at Hoffmann Research Associates, Chapel Hill, North Carolina; Research Triangle Institute and Broadway & Seymour, Inc., in Research Triangle Park, North Carolina; and other organizations. He holds an M.S. in mathematics from George Mason University.
