Julita Milliner-Waddell, a senior survey researcher, directs large-scale surveys for federal clients in the areas of health, disability, and employment. Her areas of expertise include survey methodology, survey and questionnaire design, and survey management.

Milliner-Waddell is currently survey director for the U.S. Department of Labor’s study of the Impact of the American Recovery and Reinvestment Act of 2009 (ARRA) Subsidy on COBRA Health Insurance Take-Up. She also serves as deputy survey director for the Workforce Investment Act (WIA) Adult and Dislocated Worker Program’s Gold Standard Evaluation, also being conducted for the Department of Labor. This random assignment evaluation will estimate the effects of the WIA program and its components overall on employment and earnings for adults and dislocated workers and key subgroups and will examine whether WIA earnings and other benefits exceed its costs.

She directed the survey for a congressionally mandated evaluation of the Medicare Care Management Performance Demonstration, which examined whether the use of health information technology improved outcomes for Medicare beneficiaries and resulted in savings for the program. For the Accelerated Benefits Demonstration project, which helped people with disabilities access health care and employment supports, she directed planning and implementation of the 12-month follow-up survey.

 

Milliner-Waddell, who has been with Mathematica since 1994, is the author of many research reports and presents her work at professional conferences such as the American Association of Public Opinion Research. She holds an M.P.A. from Baruch College.
