Keith R. Rathbun
Associate Director of Health Research Systems and Senior Systems Analyst
Keith Rathbun is an associate director of health research systems and a senior systems analyst at Mathematica with extensive experience and expertise in large-scale programming projects, data management, and data security efforts, as well as quality assurance, recruitment, and analysis.
Rathbun is currently senior systems analyst on projects for a number of agencies, including the Centers for Medicare & Medicaid Services and the U. S. Department of Defense. For DoD tasks and TRICARE, the Military Health System (MHS), he is the systems director for the Health Care Survey of DoD Beneficiary (HCSDB) and TRICARE Standard Survey (TSS) of Beneficiaries and Civilian Providers projects. In this role, he directs the design, maintenance, development, production, and documentation of software utilizing SAS to produce HTML-based report websites to support MHS leadership, evaluators, and decision makers.
Before joining Mathematica, Rathbun was a programmer/analyst and staff writer for Computer Sciences Corporation in Laurel, Maryland, and a programmer for the Special Agents Mutual Benefits Association, Inc., in Rockville, Maryland. He has published a number of manuals, including several for the Hubble Space Telescope. He holds a B.S. in information systems management and a B.A. in economics from the University of Maryland.
