Margaret ColbyMargaret Colby
Senior Researcher

Margaret Colby is a senior health researcher. Her research focuses on Medicaid and state and local health policy, notably changes in enrollment, retention, and service utilization caused by changes in provider or beneficiary incentives.

Colby, who joined Mathematica in 2007, also has expertise in multimethod evaluations that combine rigorous quantitative analyses with case studies. Currently, she cochairs the Data Analytics Learning Collaborative, which brings together state and federal Medicaid officials to consider effective approaches to data analytics and performance measurement to support program operations. She is also evaluating the alignment of Medicaid and Medicare enrollment for dual eligible beneficiaries in Arizona and assessing the effects of Express Lane Eligibility policies on administrative costs, enrollment, and utilization in Medicaid and the Children’s Health Insurance Program.

She has served as a task leader and researcher on notable studies, including the Healthy Indiana Plan evaluation, California’s Health-e-App Public Access System evaluation, and the evaluation of Healthy San Francisco.

Colby’s research has been published in the Maternal and Child Health Journal, Medical Care Research and Review, and the American Journal of Pharmacy Benefits. She serves as a reviewer for Medical Care and holds an M.P.P. from Georgetown University.
