Matthew R. Gillingham
Associate Director, Health Research Systems; Senior Systems Analyst

Matthew Gillingham is associate director of health research systems and a senior systems analyst with significant experience in leading projects and directing data acquisition, testing, and analysis for a variety of health program evaluations focusing on quality improvement and cost analyses. Gillingham also manages systems staff for Mathematica’s office in Ann Arbor, Michigan.

Currently, he is the systems director for the Development of Resource Use Reports (RURs) for Medicare Fee-for-Service Claims project. In this role, he directs the engineering, design, development, production, and documentation of software based on SAS and XML for the creation of RURs for eligible Medicare providers and provider groups.

Gillingham has also conducted and led analyses for many other projects using Medicare data to improve quality of care. Key projects include an evaluation of the Health Information Technology for Economic and Clinical Health Act of 2009, the Physician Quality Reporting Initiative, and the Medicare Quality Monitoring System.

 

Before joining Mathematica in 2003, Gillingham served as a decision support specialist for Highmark Blue Cross Blue Shield and an economist with the U.S. Department of Commerce. He holds an M.A. in economic theory from American University and has published in peer-reviewed journals.
