Mary Harrington is a senior researcher with expertise in health care programs and policies for children of low-income families and the uninsured. She is the director of Health Research for Mathematica’s office in Ann Arbor, Michigan. She has evaluated Medicaid and State Children’s Health Insurance Program (CHIP) coverage reforms and impacts on safety net delivery systems. She also is skilled in qualitative methods and evaluating community-based programs for solving public health problems, such as substance abuse and infant mortality.

Harrington’s experience includes serving as principal investigator on the evaluation of Healthy San Francisco, an innovative program to reconfigure the delivery and financing of care to the uninsured. The work involves site visits, focus groups, surveys of providers and consumers, and an analysis of enrollment and claims data to understand the program’s impact on access, quality, and satisfaction. She also co-leads a quantitative evaluation of the impact of state Medicaid and CHIP policy and system improvements on enrollment and retention outcomes, using state eligibility and enrollment data and constructing longitudinal analysis files covering a nine-year period. Other experience includes several evaluations of Medicaid managed care programs, including two that examined safety net provider strategies for coping with managed care and other delivery system changes.

Harrington has published numerous policy pieces and briefs on the causes and consequences of being uninsured and has presented her work in briefings and professional meetings. She holds an M.P.P. from the Ford School of Public Policy and is a Ph.D. candidate in health policy at the University of Michigan.
