Pamela Winston
Senior Researcher
Pamela Winston is a senior researcher in human services whose work focuses on programs to support low-income families, in particular private and public service delivery systems, policymaking, contracting, and management.
Her recent research has emphasized the work of faith-based and secular community organizations, and the state and local agencies with which they partner. She also conducts research related to K–12 education programs and policies.
Prior to joining Mathematica, Winston was a research associate at the Urban Institute, a postdoctoral research fellow at Johns Hopkins, an administrator in the New York City Mayor’s Office of Operations, a manager of a nonprofit supported-employment program, and a reporter for Education Week newspaper.
Winston is the author of Welfare Policymaking in the States: The Devil in Devolution (Georgetown University Press, 2002), and a range of study reports and briefs exploring federal, state, local, and private social services. She has a Ph.D. in political science from the Johns Hopkins University and an M.B.A. in public/not-for-profit management from Columbia University School of Business.
