Senior Researcher

Suzanne Felt-Lisk is a senior health researcher with expertise in health care quality improvement and health information technology (HIT).

Felt-Lisk is the formative evaluation director of Partnership for Patients, a project for the Center for Medicare & Medicaid Innovation in the Centers for Medicare & Medicaid Services (CMS), which aims to improve patient safety and reduce hospital readmissions. Other recent work on quality improvement includes serving as co-principal investigator for the CMS-funded project Evaluation of the 9th Scope of Work Quality Improvement Organization Program. In recent work on HIT, she served as the project director and co-principal investigator for Synthesis Reports for Grants and Cooperative Agreements for Transforming Healthcare Quality Through Information Technology, a project for the Agency for Healthcare Research and Quality, which gathered and synthesized information on a diverse set of HIT projects. As co-principal investigator for an evaluation of the Electronic Health Records Demonstration, she oversaw the analysis of implementation of this CMS demonstration to encourage small- to medium-sized physician practices to adopt and better use electronic health records to improve health care quality.

In addition to her interest in HIT, Felt-Lisk has held a leadership role in a number of projects focused on health care quality. As project director, she worked with CMS and the National Committee for Quality Assurance to develop and operate the performance monitoring system for Medicare Health Support, a disease management program for Medicare beneficiaries with congestive heart failure or diabetes. As co-principal investigator of the Evaluation of the Quality Improvement Program, she led the design and implementation of surveys of quality improvement organizations and providers, as well as an analysis of the program infrastructure.

Before joining Mathematica in 1991, Felt-Lisk held progressively responsible positions in the U.S. General Accounting Office, including project manager of the National and Public Health Issues Group. In 2002, her research paper abstract was selected as one of 21 outstanding abstracts submitted for peer review to the Academy for Health Services Research and Health Policy’s annual research meeting.

She is widely published in peer-reviewed publications, including Health Affairs and the American Journal of Managed Care, and she serves on their review boards as well as boards of several other journals. She is a member of many professional organizations, including the American Evaluation Association; the Quality Interest Group Advisory Committee, AcademyHealth; and the National Committee for Quality Assurance Standards Committee. She holds a master’s of public administration degree from Nelson A. Rockefeller College of Public Affairs and Policy, State University of New York at Albany.
