Shannon C. Monahan
Senior Survey Researcher

Shannon Monahan is a senior survey researcher with expertise in evaluations of programs that serve young children and their parents, developing and training in early childhood assessments, video-coding of interactions, and evidence-based practices for educators.

Monahan is the survey director for the Quality of Caregiver–Child Interactions for Infants and Toddlers (Q-CCIIT) project, funded by the U.S. Department of Health and Human Services; Administration for Children and Families (ACF); Office of Planning, Research and Evaluation (OPRE). She helped develop a measure of caregiver–child interaction for nonparental care settings and oversees waves of data collection to evaluate the measure’s psychometric properties in about 500 classrooms across the country.

Monahan is the deputy director of practice guides for the What Works Clearinghouse (WWC). She collaborates with WWC staff and expert panels to produce a series of practice guides that include specific recommendations to address pertinent issues for educators and policymakers and indicate the quality of the evidence that supports these recommendations.

 

Monahan was the survey director for the Robin Hood Foundation-funded Bright Beginnings and Personal Best project. In that role, she led data collection and reporting on the implementation of complementary parent–infant programs at community service agencies in New York City. This project included designing measures and training field staff to observe interactions between program staff and participating families.

 

Monahan was the deputy survey director for the Building Strong Families (BSF) study, funded by OPRE/ACF, she oversaw training and data collection for in-home direct assessments of children 36 months of age and their parents. She helped to establish the video-recording coding operations at Mathematica for BSF; this structure became the template for coding tasks on other studies.

 

Monahan is a reviewer for the Head Start Research Conference and is a member of the Society for Research on Educational Effectiveness, the American Association for Public Opinion Research, and the Society for Research in Child Development. She holds a Ph.D. in applied psychology and human development from the University of Pennsylvania.
