Several of our evaluations are exmining the impacts of investments in infrastructure—such as electricity, roads, and irrigation systems—on increased productivity of enterprises, farmers, and households, as well as on household and business income.
Examples of Projects
- Tanzania Energy Sector Impact Evaluation and Implementation Services. We designed a rigorous evaluation of the Millennium Challenge Account’s initiative to improve living standards and reduce poverty in Tanzania by investing $207 million to improve energy-related infrastructure. In addition to designing an impact analysis of the a new submarine cable to provide a more reliable source of electricity to Unguja Island and activities involing the rehabilitation and extension of electrical lines, Mathematica designed an impact evaluation of a pilot program to provide subsidized electricity connections to clusters of households. - Impact Evaluation Services for Access to Agricultural Finance, Farmer Training, and Irrigation Compact Activities in Moldova. The Millennium Challenge Corporation’s Compact with the Republic of Moldova includes several initiatives designed to combat poverty and to stimulate economic growth, especially in rural areas. Mathematica's evaluation focuses on three compact activities: access to agricultural finance, irrigation sector reform and centralized irrigation systems rehabilitation, and the farmer training component of the Growing High-Value Agriculture Sales or Agricultural Competitiveness and Enterprise Development activity.
- Impact Evaluation of Water-to-Market Activities, Irrigation Infrastructure, and Roads in Armenia. Mathematica designed and implemented an evaluation of several agriculture related initiatives led by the Millennium Challenge Corporation in Armenia to determine their effectiveness in improving the living conditions of rural households. The initiatives involved rehabilitating irrigation infrastructure and rural roads and included a training for farmers and providing them access to credit to enable them to make good use of improved irrigation and other related water-to-market activites. - Technical Assistance for the Impact Evaluation of Social Development Programs in Mexico: Estrategia de Microregiones and Habitat. Mathematica provided technical assistance to an evaluation being sponsored by Mexico's Social Development Ministry: the Microregions Strategy or Estrategia de Microregiones (EM). For the evaluation of EM, a program that channels government resources to mostly rural areas with high marginalization indices, Mathematica provided the local evaluator with design and other technical assistance. Mathematica also designed and conducted an impact evaluation of Habitat, another program of the Social Development Ministry aimed at improving basic infrastructure in marginalized urban areas in Mexico. The evaluation used a quasi-experimental design to evaluate the effects of Habitat on infrastructure indicators from the Census data such as access to electricity, potable water, and sewage systems.
