TOPIC AREas: Social Protection

We have provided evaluation support to a number of interventions related to social protection, including orphans and vulnerable children in Uganda, modernization of social support systems in the Ukraine, and antitrafficking efforts around the world.

Examples of Projects

  • Social Assistance System Modernization Monitoring and Evaluation in Ukraine. The Ministry of Labor and Social Policy (MLSP) implemented the Social Assistance System Modernization (SASM) project to better reach the most impoverished Ukrainians. Various local and regional consulting firms helped the MLSP to evaluate the SASM, and Mathematica was hired to: (1) review and assess the methodological proposals, analytic materials, and reports from local/regional consulting firms; and (2) provide MLSP staff with training of evaluation methods.

  • Costing of Orphans and Other Vulnerable Children Programs in Uganda. Mathematica conducted a cost analysis of OVC programs delivered by three NGOs in Uganda. The programs reflected different models of service delivery and encompassed comprehensive core services included in Uganda's national policy and strategic plan for orphans and other vulnerable children. The cost analysis contributed toward a better understanding of the fixed as well as recurring costs of providing comprehensive services to facilitate countrywide planning in the future.

  • Evaluation of the International Organization for Migration’s Counter-Trafficking Efforts (Macedonia, Norway,Bangladesh, Kyrgyz Republic, Nigeria, South Africa). Mathematica designed and implemented a study of the International Organization for Migration's four-pronged strategy and specific activities to counter human trafficking. The study team examined all four elements, including (1) information and prevention campaigns; (2) research on human trafficking; (3) capacity and network building to prevent trafficking; and (4) direct assistance projects for people who have experienced trafficking. The study focused on direct assistance to those who have experienced trafficking in order to assess to what degree IOM activities employed a human rights-based approach.

  • Technical Assistance for the Impact Evaluation of Social Development Programs in Mexico: Estrategia de Microregiones and Habitat. Mathematica provided technical assistance to an  evaluation being sponsored by Mexico's Social Development Ministry: the Microregions Strategy or Estrategia de Microregiones (EM). For the evaluation of EM, a program that channels government resources to mostly rural areas with high marginalization indices, Mathematica provided the local evaluator with design and other technical assistance. Mathematica also designed and conducted an impact evaluation of Habitat, another program of the Social Development Ministry aimed at improving basic infrastructure in marginalized urban areas in Mexico. The evaluation used a quasi-experimental design to evaluate the effects of Habitat on infrastructure indicators from the Census data such as access to electricity, potable water, and sewage systems.
