How Do Vulnerable Groups Fare Under Medicaid?


The care received by Medicaid beneficiaries with chronic health problems has been a continuing cause for concern. Mathematica is examining health care use, costs, and adequacy of care for this population by building a database that links Medicaid eligibility and claims information with Supplemental Security Income (SSI) eligibility records maintained by the Social Security Administration.

We are also developing a methodology for identifying adults and children with special health care needs, based on information in the linked database. The project will provide data on enrollment, disabling conditions, utilization, and expenditures by state and by year for SSI and other vulnerable Medicaid recipients. Using the linked database, we will analyze use and expenditure patterns of children with disabling conditions and study the dynamics of SSI and Medicaid program participation among adults and children. This study is funded by the Centers for Medicare & Medicaid Services.
