Ukraine: Social Assistance System Monitoring and Evaluation

We are assisting Ukraine’s Ministry of Labor and Social Policy in assessing the strength and relevance of monitoring and evaluation activities under its Social Assistance System Modernization project. Key objectives of the modernization project include:

• Better targeting of benefits to impoverished Ukrainians
• Improving the rate of benefit award among applicants
• Reducing intake and processing times
• Improving the ability of government agencies to monitor the social assistance system.

Mathematica staff have conducted technical reviews of evaluation designs and monitoring plans proposed by other consultants and provide feedback on methodological issues and potential solutions confronting the evaluation activities. We also have reviewed research and evaluation reports to validate their quality and to assess their relevance and utility. In addition, our staff provided training for the Ministry’s staff on monitoring and evaluation methods to enhance capacity building and enable officials to better manage evaluation efforts.
