Enhancing the System: Strategies for Getting UI Claimants Back to Work
Getting people who are unemployed back to work quickly and efficiently is an important goal for the UI system. This goal has been propelled forward by the Worker Profiling and Reemployment Services systems. Mathematica Policy Research has a long history of helping policymakers get information to improve the UI system. In fact, federal legislation was based, in part, on our study showing that profiling was cost-effective. We also have expertise in streamlining state profiling systems to make them cost-effective and tailored to individual state environments. Who Should Get Benefits?The first step in getting people back on the job is identifying those the system should serve. We have experience in developing state profiling models that identify possible exhaustees. We have also helped states refine how these systems are implemented and have assessed system effectiveness. Knowing What Reemployment Strategies WorkPolicymakers need to evaluate a range of options for getting unemployed people back to work, and Mathematica has provided information about virtually all of them. We have studied many options, including training and job search assistance, separately and in combination with other types of assistance. We have also conducted research related to Personal Reemployment Accounts. How to Deliver ServicesHow systems are set up can dramatically influence their effectiveness. We have expertise in observing and implementing many types of service delivery systems. We have also refined these systems to streamline operations and make them more useful and cost-effective at the state level. Making the Most of Coordination Between Service Providers and UIStates need mechanisms for relaying data on program participation to UI program operators. We have tested ways to deliver this information in demonstration programs and can recommend how to structure information delivery in full-scale programs. Stepping Back to Evaluate Profiling SystemsWe have looked at profiling systems from an overall perspective to analyze how they work and what changes should be made. We have also helped clients design profiling systems at the state level, analyze their effectiveness, and identify potential improvements.
