Evaluation of National Farmworker Jobs Program Grants
The U.S. government, through the Department of Labor, aids migrant and seasonal farmworkers (MSFWs) through the National Farmworker Jobs Program (NFJP), a job-training and employee-assistance program. The NFJP provides funding to community-based organizations and public agencies that assist MSFWs and their families in attaining greater economic stability and expanding their employment prospects. Mathematica's evaluation focused on five key topics: (1) the variation in recruitment efforts and services provided by the NFJP grantees, (2) the grantees’ recordkeeping practices for those services, (3) the use of performance measures in grantees’ decision making, (4) grantees’ collaboration with American Jobs Centers, and (5) contextual factors that affect grantee performance. Our final report provided the Employment and Training Administration with critical information to better support NFJP grantees. We presented the most successful strategies for serving farmworkers and suggested research designs that could identify additional strategies for helping these workers become financially stable.
