Helping Senior Employment Programs by Providing Technical Assistance to SPARQ
Mathematica is a sub-contractor to BCT Partners, LLC, in its work for the Senior Community Service Employment Program (SCSEP) within the Office of Workforce Improvement (OWI) at the U.S. Department of Labor, Employment and Training Administration. For this project, BCT and Mathematica support OWI’s implementation of program regulations issued in 2004 and 2006, and its implementation of the data validation program initiated in 2007. Mathematica’s support includes designing, developing, and supporting the case management, reporting, and performance measurement software for this grantee-run program. We also help BCT provide technical assistance to nearly 1,700 SCSEP grantees and subgrantees in the use of these systems.
Mathematica’s system design and development support work involves identifying and documenting all end user requirements and reviewing those requirements with program stakeholders, program grantees, and the other OWI contractors. To ensure that requirements are accurately implemented, Mathematica verifies and validates all SCSEP software enhancements.
Mathematica’s technical assistance provides:
- System support to grantees and subgrantees in their use of the software.
- Program technical assistance by developing and distributing documentation including data definitions, interpretations of SCSEP policy, and recommendations on how best to capture and validate SCSEP data.
- Reporting and performance measurement processes.
