Evaluation of Unemployment Compensation (UC) Provisions of the American Recovery and Reinvestment Act of 2009 (ARRA)

Mathematica and the Urban Institute are evaluating the overall efficiency and effectiveness of the unemployment compensation provisions of ARRA. We are addressing questions relating to extended and emergency benefits that became available through the Emergency Unemployment Compensation Act of 2008 (EUC08) and related legislation.

Our study is focusing on five topic areas: (1) states’ decisions to offer extended benefits based upon statewide unemployment rates and to adopt unemployment compensation modernization provisions, (2) states’ experiences implementing the ARRA unemployment compensation provisions, (3) the characteristics of unemployment compensation recipients, (4) impacts of ARRA unemployment compensation provisions on recipients’ outcomes, and (5) the timing and stabilization properties of EB and EUC08 benefits.
