Social Assistance System Modernization, Monitoring, and Evaluation in Ukraine

The Ministry of Labor and Social Policy (MLSP) implemented the Social Assistance System Modernization (SASM) project to better reach the most impoverished Ukrainians.

Various local and regional consulting firms helped the MLSP to evaluate the SASM. Mathematica reviewed and assessed the methodological proposals, analytic materials, and reports these firms provided. We also trained MLSP staff on evaluation methods to help them build capacity and manage these efforts effectively in the future.
