David Baugh has more than 30 years of experience as a technical advisor and statistician at the Centers for Medicare & Medicaid Services (CMS), where he focused on Medicaid data production and related research. He is the creator of Medicaid Analytic eXtract (MAX) data files, a set of person-level data files on Medicaid eligibility, service utilization, and payments. He played instrumental roles in the development of other MAX data products and the Medicaid prescription drug data compendium. At CMS, Baugh served on the CMS Privacy Board and the Medicaid and the Children's Health Insurance Program Business Information Solutions work groups.
Since joining Mathematica in 2011, Baugh has worked on projects focusing on MAX data, the Medicaid and Statistical Information System, and learning collaboratives to support integrated and high-performing Medicaid programs. He is currently the project director for the MAX and Alpha-MAX data production project, which focuses on the continued development of data products for the research community. He has played critical roles in developing new MAX deliverables and improving existing resources, including the Mini-MAX sample, Medicaid provider characteristics data, the Medicaid chartbook series, MAX Enrollee Master data, and linkages to other data systems in CMS and other federal agencies to support research and policy analysis.
Baugh has authored many journal articles and served as an expert advisor to assist CMS, other federal agencies, and the public on research topics related to Medicaid and low-income populations. He holds a master’s degree in mathematics from the University of Maryland and also held positions in the Social Security Administration, the Bureau of Data Management and Strategy, and the Health Care Financing Administration.
