Jonathan Morse

Senior Vice President; Managing Director, Health Program Improvement Division

Jonathan Morse is senior vice president and managing director of Mathematica’s Health Program Improvement Division. Morse leads work in the division to strengthen programs and operations of mission-driven health clients across the federal, state, and private sectors. He supports Mathematica’s work across numerous offerings led out of the Health Program Improvement Division, including data analytics, clinical quality measurement, data validation and testing, payment model implementation, program integrity, learning collaboratives, and technical assistance.

Before joining Mathematica in 2018, Morse served as acting deputy administrator and deputy center director for the Center for Program Integrity at the Centers for Medicare & Medicaid Services. Among his diverse responsibilities, Morse led oversight of Medicare and Medicaid provider enrollment, Medicare and Medicaid improper payments, investigations, audit strategies, recovery audit program oversight, prior authorization initiatives, provider burden reduction efforts, and program vulnerability identification. He also represented the agency to the White House, members of Congress, and health care stakeholders to address inquiries on program integrity and improper payments. Morse also served as senior budget examiner at the Office of Management and Budget, where he helped develop the president’s budget and led Medicare physician payment and program integrity budget policy. While at the Office of Management and Budget, he developed several Medicare payment policy proposals from the White House Office of Health Reform for the Affordable Care Act, including Medicare program integrity provisions, the Independent Payment Advisory Board, primary care bonus payments, and Physician Sunshine Act. Morse also spent five years at Deloitte, leading strategy engagements on federal and state health reform issues, at CMS and in state Medicaid programs.

Morse has a J.D. from the University of Maryland and serves on the health law section of the Board of the American Bar Association.
