Margo Rosenbach

Margo Rosenbach is an expert in evaluating the implementation and effectiveness of federal, state, and local programs to improve the health and health care of vulnerable populations. She serves as a director of health program improvement, with an emphasis on Medicaid and the Children’s Health Insurance Program (CHIP).

Rosenbach’s research interests include evaluation of community-based interventions to reduce health disparities and improve public health and well-being. She leads a project to provide technical assistance and analytic support to states on the collection, reporting, and use of the Core Sets of health care quality measures for children and adults enrolled in Medicaid and CHIP. Previously, she directed a national evaluation of Text4baby, a text messaging program to promote maternal and child health. She also directed a national evaluation of CHIP and was the principal investigator on an evaluation of the national Healthy Start program, an initiative to eliminate disparities in infant mortality. Her expertise includes analysis of program performance and outcomes to advance access, utilization, quality, outcomes, equity, and experience of care.

Rosenbach publishes widely and is the author of articles, chapters, and a book on access to care for low-income children. A regular contributor to peer-reviewed journals, she has published studies related to children’s health insurance coverage, Medicaid and Medicare managed care, mental health and substance use policy, and physician reimbursement and practice patterns. Before joining Mathematica in 1997, Rosenbach was executive vice president of Health Economics Research, Inc. in Waltham, MA. She has a Ph.D. in health policy from Brandeis University, Heller School for Social Policy and Management.
