Sam Simon co-directs Mathematica’s measure development line of business, overseeing a portfolio of measure development and maintenance projects for federal and commercial clients. He is responsible for quality assurance and resource management of the portfolio, ensuring that Mathematica’s measure development clients have highly-qualified staff that provide high-quality work.

He has extensive expertise in federally sponsored programs focused on health care quality reporting, with an emphasis on designing, evaluating, and implementing quality measures. For more than 10 years, Simon has served in a number of leadership roles on a project to develop, test, and maintain electronic clinical quality measures used in the Centers for Medicare & Medicaid Services’ (CMS’s) Merit-based Incentive Payment System. He also advises measure development projects for CMS’s Hospital Quality Reporting Programs as well as measure testing projects for several medical specialty societies, the Office of Population Affairs and the Health Resources and Services Administration.

Simon is a nationally-recognized expert in clinical quality measure testing, serving as a charter member of the National Quality Forum’s (NQF’s) Scientific Methods Panel. He has co-chaired technical expert panels convened by NQF to develop an approach to evaluate quality measure systems provide and guidance for developing patient-reported outcome performance measures.

Simon publishes in peer-reviewed journals such as the American Journal of Medical Quality, Psychiatric Services, and The American Journal of Geriatrics. He holds a Ph.D. in health policy and management from the Heller School at Brandeis University.
