This issue brief documents a detailed analysis of the behavioral health organization (BHO) encounter data in the 2009 Medicaid Analytic eXtract files (MAX 2009) and assesses the viability of using these data for research. The initial assessment of the availability, completeness, and quality of encounter data found that MAX 2009 data are limited in terms of assessing the efficacy of the services provided through BHOs.
