Candace Miller has expertise in leading international evaluations on social protection policies and economic interventions. She is well versed in conducting applied research and evaluation and using quantitative and qualitative methods to inform policymakers, practitioners, and other stakeholders on the impact and implementation of poverty reduction programs. She has experience in building capacity and training professionals in research methods in the developing world.
Miller directs a project to design and conduct rigorous impact evaluations of interventions to improve prosperity, accountability, and equality for a stable, democratic Jordan. She also leads the team providing analytic services to the Fursa kwa Watoto project in Tanzania, a four-year effort to design interventions that improve early grade reading, writing, numeracy, and social emotional outcomes for children.
Before joining Mathematica in 2013, Miller was an assistant professor at Boston University School of Public Health, where she conducted a range of international evaluations on economic interventions. She was the principal investigator on evaluations of poverty reduction programs in Liberia, India, Ethiopia, Nigeria, the Democratic Republic of Congo, Afghanistan, and Bosnia. She also led research and evaluation projects in Botswana, Malawi, South Africa, and Zambia. Miller has consulted for a number of governmental and nongovernmental agencies and organizations, including the European Union, Help Age International, UNICEF, Regional Psychosocial Support Initiative, and JEAP. Her research has been published in peer-reviewed journals such as the American Journal of Public Health, AIDS Care, Development Policy Review, Food Policy, JAIDS, Poverty and Public Policy, Social Science and Medicine, Tropical Medicine and International Health, and Vulnerable Children and Youth Studies. She holds an Sc.D. in health and social policy from Harvard School of Public Health.
