Mathematica and its partner, Group Health Cooperative, are evaluating the effects of CPC on cost, quality, utilization, and patient and provider experience. We are providing rapid cycle (quarterly) feedback to participating practices, CMS, and CMS’s regional partners.

Mariel Finucane is an expert in using Bayesian hierarchical modeling and adaptive design to study health care and nutrition issues. Her most recent work has focused on primary care delivery, inpatient harm prevention, and hospital readmission reductions.
Finucane was the lead Bayesian statistician on the Evaluation of the Partnership for Patients, a project for the U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS). The project examined ways to reduce preventable hospital adverse events and hospital readmissions. She also worked on a CMS study to develop, reevaluate, and implement hospital outcome and efficiency measures. In addition, she provided expertise in the application of empirical Bayes, hierarchical, and predictive modeling techniques for an Agency for Healthcare Research and Quality initiative to improve the agency’s quality indicators. She is currently the lead Bayesian statistician for an evaluation of CMS’s Comprehensive Primary Care (CPC) Initiative, a multiyear, comprehensive evaluation of CPC and its effects on Medicare costs, quality of care, and patients’ and providers’ experiences.
Before joining Mathematica in 2014, Finucane was a biostatistician at the J. David Gladstone Institutes, University of California. She has also held postdoctoral fellowships in global health and population at Harvard University and in biostatistics at the University of California, San Francisco. Finucane has a Ph.D. in biostatistics from the Harvard School of Public Health.
Evaluation of the Comprehensive Primary Care Initiative
Partnership for Patients
Mathematica is conducting a formative evaluation and an impacts evaluation of this initiative. The formative evaluation includes assessing and providing feedback on the progress of hospital engagement networks and their participating hospitals, and on the campaign overall, and suggesting ways to improve....
